Indo-US ties: the NPT spectre that’s obama

While Obama has mesmerised the world, his equation with India is still to be seen

Barack Obama’s victory in the US presidential elections on November 4 has had a mesmerising effect both within the US and the rest of the world but there is some degree of disquiet in India. Some campaign statements made by the US President-elect about Indo-Pak relations and Kashmir have been examined in detail for their likely negative implications on India-US bilateral relationship, which under President George Bush was ‘rocking’. Obama represents change, but to what degree will it be manifested in areas that are of high priority to India?

Going by the kind of statements Obama made in his campaign, some inferences could be arrived at in relation to India and the South Asian region. Apropos of the bilateral relationship, it is clear that India-US relationship has transformed due to the personal interest taken by the outgoing US President George Bush. The successful conclusion of the July 2005 civilian nuclear agreement has ensured that the Indo-US relationship is no longer ‘estranged’ over the contentious nuclear issue, and has now moved to preliminary ‘engagement.’ Thus, it is unlikely that the new presidency will radically alter this basic orientation.

During the campaign, Obama also made positive references to why India is important for the US in the future. Obama will bring in new initiatives and here, four areas are relevant to India. The first is the economic and trade policies. Given the negative impact of the current global financial crisis and the huge deficit that the US is facing, Obama will have to give this area the highest priority along with some degree of protectionist policies. This will also affect the Indian IT-dependent service sector but, hopefully, the November 14-15 G 20 meeting in Washington DC, which will be attended by PM Manmohan Singh, may help to mitigate this possibility.

Managing the global nuclear dynamic is another task. In a post victory interview, Obama indicated that Iran trying to obtain nuclear weapons would be “unacceptable”. Thus, the US would maintain the existing policy. However, he had said that he would not be averse to talks with Tehran and this shows that Obama will be more flexible and pragmatic towards Iran.

Targets for Parliamentarians

The state of a nation can be gauged by the way its parliament functions. It is needless to say that our parliaments have not only observed rampant abuse of democracy but also at an increasing pace. Not just in terms of their outrageous behaviour, our honourable Parliamentarians are finding it increasingly challenging to attend the sessions. This year, the number of Lok Sabha (LS) sittings has declined by 34 per cent and that of the Rajya Sabha (RS) by 20 per cent. For that matter even our state assemblies are following the footprints of centre. It has been reported that the number of sittings (till this point in time) in the Lok Sabha has been the lowest in the history of Indian Parliament. It is estimated that it could manage to touch a mark of 50 by December end, provided everything goes as per planned schedule. With that kind of participation, it can be well justified that the status of proposed legislations that were to be discussed in the Parliament is not exciting either. Before the start of session, there were 71 Bills pending, which by the end increased to 72. In spite of reducing the pending burden, the house actually increased the same!! It is now proposed that the Parliament should meet for 100 sittings every year, just to ensure that it is able to discuss the important Bills and pass important ordinances. Contrast this with the length of sessions that takes place in developed countries, which are not less than 140-150 days per year. It is most unfortunate that instead so spending meaningful hours in debating pertinent issues, our MPs on an average devote 20 minutes on an average to each Bill (25 per cent of LS sittings get adjourned due to disturbances).

Thus, it is just not that citizens bear a huge social cost but on top of that, the loss to the economy as a whole, due to cancellations or disturbances in Parliament, is unprecedented. A back of the envelope calculation shows that it cost the exchequer about Rs 26,000 for every minute of Parliament session, in addition to Rs 450 crore which the country spends on parliament every year. In fact, what else could one expect from a House where MPs are having criminal backgrounds, where most of them are incapable of comprehending any pertinent and meaningful discussion of a national significance. But then, this aspect of our democracy is nothing new. It has been debated endlessly; but as a nation we have somehow failed to evolve a workable solution to this. In fact we need to realise that there cannot be a democratic solution to this un-democratic functioning of our Parliament.

What I fail to understand is that when every institution, organisation and enterprise can function with specific goals and objectives, why can’t our Parliament do the same? Why can’t our Parliament within the given session work sort out the pending Bills? Why can’t our Parliament make the entire process of sorting the Bills, this way or that way, in a given session.

In such a scenario, if some Parliamentarians want to create nuisance, let them be at the mercy of everyone working overtime to either pass or shelve the bills / ordinances. With this happening, one might suddenly realise that no parliamentarian wishes to waste a single minute, for every minute they waste, they need to work overtime to see a Bill through. This would not just ensure quality time in Parliament, but also save the nation and its citizen from the huge costs and most importantly instill some sense of purpose to our own spoilt Parliamentarians!!

The global downturn seems to be finally taking a toll on the Financial services major Citigroup. The company, itself formed with a huge merger, is now selling off its units. It is likely to sell its subsidiary, the bank’s captive technology and infrastructure outsourcing arm, Citi Technology Services (CTS). The players in the foray for clinching the deal are IBM, Wipro, TCS, and Infosys. Wipro is expected to be the likely winner. Citigroup earlier sold off its BPO – Citigroup Global Services (CGSL) to TCS for around $505 million in October 2008.

For world 'piece'!

Can more than one Superpower work together for a better world?


Since the last week of August, Russia has been consistently visible across the news spectrum, especially amongst the western media, facing brickbats from various critics and analysts. Russia’s decision to recognise the independence of Abkhazia and South Ossetia has not only annoyed many developed countries but has also raised the age old latent question: Is cold war over?/ Does this mark the revival of Russia?/ Is Russia indirectly challenging the super power(s)?

The in-depth analysis of the latest 'Russian Doctrine' makes it evident that she is preparing both mentally and militarily to face her obvious enemy. Russia knows very well that she needs to work on her core strengths (world’s leading oil and gas supplier) that shall not last till eternity and may exhaust very soon. The nation is also facing a problem due to a decrease in population, a majority of which are migrants and not Russians. Presently, only 70 per cent of Russians constitute the country's military. To make matters worse, it is estimated that this percentage will be reduced to 60 in the near future.

Recently, the US Secretary of State Condoleezza Rice warned Russia and said, "In contrast to Georgia's position, Russia's international standing is worse now than at any time since 1991… and the cost of this self-inflicted isolation has been steep." Moreover, Putin was also found stating that the scramble of USSR was the greatest disaster of the 20th century, but now Moscow is in a position to undo the damage.

This friction got heated up after Russia deployed its strategic bomber over the Caribbean and participated in joint naval exercises with Venezuela. The tasks took place immediately after the US aid delivery reached Georgia, post war. Venezuelan President Hugo Chavez stated (September 11, 2008) that these moves point towards "a multi-polar world". He said, "The Yankee hegemony is finished." Since the activities are happening in US-influenced regions, the next wave of cold war might spread to the Middle East. This hypothesis is evident from Syrian President Bashar Assad's statement (with reference to US-Russian confrontation) that appeared in Middle East Times on October 13, 2008, “Flames from one part of the world spreads to other regions and the fire becomes twice as strong.” It requires no rocket science to comprehend that Middle East would never want to get crushed between Russia and the US.

Leaving all this geo-politics at bay, it’s beyond doubt that world powers (and emerging powers) have wasted a lot of time in keeping the war hot. These powers could have easily solved many global conflicts to an extent, if not entirely.

Unmindful of her own murky track record, Uttar pradesh Chief Minister Mayawati has been working overtime to deny campaign space to her rivals – mainly Sonia, Rahul and Mulayam. Puja Awasthi on the Maya vendetta trail

As Uttar Pradesh Chief Minister Mayawati declares war on her political opponents, her own administrative record continues to be woefully dismal. Mayawati's critics are on firm ground when they complain that none of the government's fancied public-private partnerships has taken off -- and that the only activity seen concerns sale of government property, such as sugar mills and hotels. And they argue – mostly convincingly – that what's for sale is the state itself. Quite literally.

Yet over the last month the Dalit leader has taken on both the Samajwadi Party (SP) and the Congress, and left no one in doubt of how much she disdains the state's bureaucracy. Her first salvo came just two days before Congress president Sonia Gandhi was to perform bhoomi pujan at the site of a proposed rail coach factory – India's third – at Lalganj. This suddenly had Mayawati playing the farmers' mascot. It was her concern for them, she claimed, that had forced her government to reclaim the factory land in Rae Bareli – Sonia's parliamentary constituency. And she followed this up by clamping prohibitory orders on the district, which effectively derailed her rival's planned rally.

Clearly, Mayawati did not know that by doing a Mamta Banerjee in UP, she was getting it all wrong. For the very farmers she pretended to be rooting for – rather than thanking her, promptly cried foul, saying they were being robbed of the 1,000-plus jobs that the factory and its ancillary units had promised them. And they didn't stop here, but went a step further to become party to a public interest litigation (PIL) that was before the High Court to have the retraction stayed. Endorsing these left out farmers' Digvijay Singh, Congress general secretary and in charge of UP said: "Not a single one of them ever protested against the factory. This is pure political vendetta."

Dan Storper, founder and CEO of Putumayo World Music, says, “It’s been interesting to see how world music has become more main-stream through its presence in films, TV and commercials as well as a general sense that it’s ‘hip and happening’. Putumayo World Music’s growth seems to have contributed to and reflected the growing interest as some of our CDs like Cuba, French Café and Arabic Groove are approaching half a million sales each around the world. That alone indicates that people seem to be attracted to great Latin, French and Arabic music.

Misinterpreting religion

Arindam's observation (TSI October 5) that justifying terror acts on grounds of exclusion and marginalisation is the highest form of insensitivity and irresponsibility, was a 'revolutionary' call for a perspective change. The so-called 'religion sponsored terrorism' and it's resultant slogans like 'Your terrorism, my patriotism' is the outcome of the inhuman and the devilish misinterpretation of our sacred religious texts. A religiously integrated community in it's truest spirits can never resort to methods of annihilation, so also an educated person. Religion and education are tools of empowerment and enlightenment, not weapons of destruction. Religious leaders and followers need to understand this.

Not fast enough?


Watching a cheetah chase its game is one of the most awe-inducing sights in nature. Those stretching-out-of-frame strides, that vital tail seemingly with a mind of its own and the sheer acceleration that can turn the red Ferrari green… Now imagine this fastest animal on land tethered to a leash, or with a hood on it. That’s right. Cheetahs are known to have been tamed and trained for hunting purposes, more specifically known as coursing, from Africa to Asia. The earliest records mention the pharaohs who kept these cats for pets in symbolic deference to their cheetah-goddess Mafdet.

In India, the Mughals had a particular penchant for game hunting with cheetahs. Emperor Akbar is believed to have housed upto a thousand of these cats at one time. However, using cheetahs as an aid to hunting finds mention as early back as in Manasollasa, an ancient Sanskrit text. Trustee of the World Wide Fund for Nature (India) and author Divyabhanusinh Chavda, in his book The End of a Trail: The Cheetah in India, mentions a treatise called Saidnaniah-i-Nigarin put together by the master of the stable (risaldar) in the administration of Sawai Maharaja Ranjore Singh, that chronicles the details of the royal activity, including catching the cats to training and treating their ailments.

In September 1973, Kim Jong Il’s daughter, Sul Song, was to enroll at Namsan Primary School. Beyond the rear of the school’s stadium atop Haebang Hill sat the mansions of the highest officials. Its pastoral setting was reserved for children of the elite—party officials above the rank of vice minister. They enjoyed all the perks that come with a rarefied spot in North Korean society: the best teachers, the best facilities, and just a few days of mandatory farm work every spring (as opposed to the average 60 to 90 days). Graduates of Namsan were guaranteed a spot at any university of their choice and an open door to a successful career. Isolated from the children of ordinary people, the students at Namsan would go on to become officials of the party and state.

Naturally, Kim Il Sung’s children had studied at Namsan, including Kim Jong Il. Throughout his years there, Kim was a rather ordinary student. Upon graduation, Kim and his siblings all enrolled at Kim Il Sung University. His daughter’s life was planned out much the same way – until that September day.

The school’s staff waited by the entrance gate with flower bouquets in hand. As the minutes passed and the bell rang, Sul Song failed to show up. The staff grew increasingly anxious. One hour later, the school received the following one-line notification from state authorities: “Kim Sul Song will not enroll in Namsan School.” Disappointed, the teachers and staff were simply left to wonder if she would be studying abroad instead.

They didn’t have much time to linger: That day also marked the enrollment of another important first-grader. He was none other than Kim Min Chul, the nephew of Kim Il Sung’s second wife. I remember that day extremely well, for I had been selected to evaluate the 6-year-old child’s aptitude for advanced education. That day, Kim Il Sung’s mother-in-law came to see her beloved grandson begin his schooling.

Kim Jong Il was incensed to know that his only daughter would be sharing the spotlight throughout her early education with a child from the “side branches,” those relatives who lay outside the main family line. So, he had decided to hire a private tutor for his daughter rather than send her to Namsan. Withdrawing his daughter from the school was a public revelation of his hostility toward his extended family, but, on its own, it wouldn’t eliminate those potential rivals to his own children. Which is why Kim Jong Il had his alma mater blown up.

Several years later, in 1982, as he was consolidating power within the party, Kim Il Sung’s mother-in-law (a close friend of mine) described how Kim Jong Il finally executed his plan. First, he brought up the school at a meeting of high officials. “Comrades, what do you make of the fact that the Namsan is located right in front of our Central Party office building?”

they got the message

“Dear Comrade Leader, is it not advisable to have a school inside the Central Party district?” was a typical response. “I think it best that Namsan School find another site and be relocated.” Kim Jong Il became more and more pleased with each nod of agreement.

“I have thought so for some time. I have long believed that the presence of a school within the party district is inappropriate, and I am opposed to having party officials’ children educated at a special school like Namsan. Why should party officials receive special consideration, and why should their children be educated by themselves, cut off from the rest? Let’s put an end to dividing party officials and general public.”
