Neiphiu Rio raises inter-state tension with a school affiliation proposal


NAGALAND: SCHOOL CONTROVERSY If economic progress is the one thing that can solve the problems of the troubled North-East, the actions of those entrusted with the responsibility of leading the region seem to speak often to the contrary. This time, it’s Nagaland Chief Minister Neiphiu Rio, who has ruffled feathers by declaring that schools in Naga dominated areas in states bordering the state would now be allowed to affiliate to the Nagaland Education Board. In a backward region known for its share of ‘economic blockades’, ‘rasta rokos’ & bandhs, Rio’s move comes even as long-standing border disputes among NE states are yet to be resolved.

For a region that is yet to see its only stock exchange at Guwahati get anywhere meaningful in more than 15 years of existence, the proposal has been greeted with anger. “We will not allow this to happen,” said Shankar Prasad Rai, President of All Assam Students Union, “We also appeal to the people of Assam to go and occupy those areas of Assam, which are under threat of Naga occupation.” In Manipur, which was in flames in 2001 after the Centre’s ceasefire with the insurgent National Socialist Council of Nagaland (Isak-Muivah) was extended to Manipur, the response was similar. “This is their way of setting up Nagalim, a Greater Nagaland,” Y. Mangi, Editor of Matamgiyakairol, a Manipuri daily published in Imphal told B&E. For now, however, Rio’s government is attempting to play down the issue. “Don’t we have colleges affiliated to universities in Delhi & Punjab?” asked K. Khekiho Zhimomi, Rio’s Industries & Commerce Minister. But, moot question is: Will Nagaland’s neighbours accept such a simplistic view of the issue, given the history of violence in the region? And yet non-acceptance could mean more clashes –and another small step backward, socially as well as economically.

Of late, RBI has been trying one more weapon from its arsenal – that is Cash Reserve Ratio (CRR) to avoid any kind of sterilisation.

Consequently, these extra funds translate to credit growth in the economy as banks go on a lending binge, which fuels inflation in the economy.

http://www.businessandeconomy.org/18102007/storyd.aspNormally, RBI buys dollars from Indian banks, which increases the supply of rupee in the banking system and domestic banks are left out with increased amount of funds at their disposal. Consequently, these extra funds translate to credit growth in the economy as banks go on a lending binge, which fuels inflation in the economy. And how many of us are oblivious to the fact that inflation targeting is also the mandate of the RBI. RBI tries to sterilise some of the liquidity by issuing bonds but our bond markets are quite underdeveloped for sterilisation to take effect efficiently. Of late, RBI has been trying one more weapon from its arsenal – that is Cash Reserve Ratio (CRR) to avoid any kind of sterilisation. If one were to analyse the recent CRR hike, the purchase of dollars was strangely followed by hike in CRR. The move was to stem the liquidity available to banks, because of dollar purchases, before hand. But punishing domestic banks, for no fault of theirs, make no sense at all. Moreover, for Indian banks, a hike in CRR or overnight rates, automatically translates into an increase in lending rates. Again a major issue!!!

So, after trying all the above mentioned tactics and the rupee still continuing its march ahead, this leaves the central bank in a precarious situation with its exchange rate goals and inflation targeting at loggerheads with each other. As Sunil Sinha goes on to add, “Currently, RBI is facing the famous ‘trilemma’ (stable exchange rate, free capital flows & an autonomous monetary policy) and it has a very difficult situation ahead of it.” The central bank has to choose between rupee appreciation and inflation, with each one of them worse than the other. But then, what’s the way out? There are two broad levels at which this situation can be tackled. One is at the policy level and the other is at the corporate boardroom. First, at the policy level, RBI should create policies, which encourage capital outflows to offset the inflows that are flooding the economy. RBI has gone for some minor activities but then there is scope for more.

Better not bail out this ‘Private Ryan’!

The presence of private military contractors has only worsened the situation in Iraq

Private Ryan’One could sometimes imagine the Bush administration as a vast experiment concocted by mad political scientists who want to see what happens if a nation systematically ignores everything we’ve learned about how to make a modern government work. It has abandoned the principle of a professional, non-political civil service, stuffing agencies from FEMA to the Justice Department with unqualified cronies. Tax farming is back. And so are the mercenaries, whom Machiavelli described as “useless and dangerous” over four centuries ago.

In Iraq, mercenaries are so central to the effort that, as Peter W. Singer of the Brookings Institution points out in a new report, “The private military industry has suffered more losses in Iraq than the rest of the coalition of allied nations combined.” They carry out military missions sans military discipline & legal accountability.

We may never know what really happened in a crowded Baghdad square, two weeks ago. Employees of Blackwater USA claim that they were attacked by gunmen. Iraqi police and witnesses say that the contractors began firing randomly at a car that didn’t get out of their way. What we do know is that over 20 civilians were killed, including the couple and child in the car. And there are other such documented incidents. Singer reminds us that in 2005, “Armed contractors from the Zapata firm were detained by US forces, who claimed they saw the private soldiers indiscriminately firing not only at Iraqi civilians, but also US Marines.” In 2006, employees of Aegis posted a “trophy video” on the internet that showed them shooting civilians. Blackwater has the worst reputation. On Christmas Eve 2006, a drunken Blackwater employee reportedly shot and killed a guard of the Iraqi vice president. In May 2007, Blackwater employees reportedly shot an employee of Iraq’s Interior Ministry.

Iraqis aren’t the only victims. Of the nearly 4,000 American service members who have died in Iraq, scores would surely still be alive if it weren’t for the hatred such incidents engender. Don’t tell me these outfits are irreplaceable. The Iraq war has now gone on for four and a half years – plenty of time to find a way to do without them. And the danger they pose to US forces has been obvious at least since March 2004, when four armed Blackwater employees blundered into Fallujah in the middle of a delicate military operation, precipitating a crisis in Iraq. Singer argues that reliance on private military contractors has let the administration avoid making hard political choices. Contractors, he writes, “Offered the potential backstop of additional forces, but with no one having to lose any political capital.” Moreover, the Bush Administration has tried to privatise every aspect of the US Government it can, using taxpayers’ money to give lucrative contracts to its friends – people like Erik Prince, the owner of Blackwater, who has strong Republican connections. You might think national security would take precedence over a fetish for privatisation – but remember, President Bush tried to keep airport security in private hands, even after 9/11.

We still don’t feel that we made it all...

THE WINNERSQuite a stupendous journey, we would say, since 1985, when Videocon started its operations. Tell that to P. N. Dhoot and he denies that they have done much, stating, “Really speaking, we feel we started off just yesterday. We are still so young; have to make a very long drive. We still don’t feel that we made it all... We are still hungry.” That explains, in part, those large scale diversifications, which have the world staring in awe, don’t they? And as we recall from our memories of the Videocon unit in Aurangabad, we could form an instant connect with P. N. Dhoot’s statement; right from the workers who almost mechanically play their individual key role in the assembly line, trying to improve their output day after day, to the different business units strategising to out-pace the competition; to the world class cafeteria facility (where Sunil Tandon told us the same food is served to both workers & management), to even the people welcoming us at different units and ensuring we had no particular problem during our entire visit. This is an organisation that is quite obsessed with achievement, and the inspiration for that definitely comes right from the top.

Of course, one cannot deny that the company may find the going very tough in the coming time, as it grapples with competition not just in consumer durables and oil exploration, but also in the fast growing areas of telecom & DTH, where ADAG, Tata, Birla, Bharti, et al are not going to give even one inch of ground easily to this Samurai called Videocon. Of course, when queried by B&E, V. N. Dhoot expressed tremendous confidence on Videocon’s management team. How this Samurai fares in its age old battles, and of course the new ones, will be more clear as the market develops, but as we moved out of the Videocon unit at Aurangabad, we could at least vouch for one spectacular business trait that Videocon has to its advantage – a knack for identifying the right opportunities in a timely manner and also making the best of them. And we could well imagine that this knack would keep the Videocon juggernaut rolling for some time to come...

Dabur must push Chyawan junior in rural markets as well


DABUR: NEW BUSINESS VENTURE Though they command tremendous respect from partners & competitors alike for their exceptional business strategies & formidable branding, the world acknowledges that Pepsi & Coca Cola are not entirely unbeatable. In India, Dabur is one of the companies that seems intent on proving the same. A decade back, Dabur ventured into the food & beverages segment, which has the potential of being a market worth Rs.1.35 trillion by 2015 (according to Rabo Indian Finance). Today, with massive penetration and aggressive pricing, Dabur’s Real has stolen the show in juices, giving sleepless nights to the global giants in India.

The exuberant mood on the success of juices is evident as Sunil Duggal, CEO, Dabur India Ltd., affirms, “We will continue to build the growth drivers aggressively & capture the opportunities as the food market evolves and changes.” Now, the latest is that the company is testing the waters in the malted drink market (currently led by Horlicks from GlaxoSmithkline), which is extrapolated by Rabo India Finance to reach an exorbitant Rs.75 billion by 2015 from Rs.30 billion in 2006. A spokesperson for Dabur quoted to B&E, “The food market is evolving & launching a malted drink is a part of our strategy to respond to such change. We believe this is the best time to launch such a product.” Dabur, which is known to cash in on its ayurvedic flank, has coined the new product as Chyawan Junior, which will be based on the Chyawanprash, albeit in chocolate flavour.

Slow and steady has always been the success mantra for Dabur and unlike MNCs, this home grown giant never believed in investing big initially. So in the preliminary stage, Dabur will not roll out Chyawan Junior across India immediately; it will be available in selected metros. The company will have the edge of its Rs 1.4 billion proposed retail venture, as these will be health & beauty stores. Agrees the company spokesperson, “Our retail stores will be at places where we can introduce our new products.” With definite conviction, a limited penetration helps to gauge the market reaction, but Dabur might soon want to extend product presence in rural areas, where they already have strong presence. Aggression does have its advantages, as the cola majors would agree!

A bite from the Yeah, we know we’re right! But believe it or not, Australia has far too many credentials than you might have ever paid attention to.

A warning – do not freak out when you just lose out on a day from your lives, when you travel to this drastically different time zone!

Australian-for-beerA prize of ten galleons for those who can name things typically Australian, apart from Nicole Kidman, the Ayers Rock, Cate Blanchett, Sydney Opera House, the Australian cricket team and Australian-for-beer. Perhaps, most would not have an inkling of the name of the Australian Prime Minister either. Yeah, we know we’re right! But believe it or not, Australia has far too many credentials than you might have ever paid attention to. It’s the world’s largest island, the island that is also a continent and the continent that is also a country – and the sixth largest by the way! The only country that began as a prison, Australia is home to the largest living thing on Earth – the Great Barrier Reef and a unique animal, the Kangaroo! A warning – do not freak out when you just lose out on a day from your lives, when you travel to this drastically different time zone!

For a first timer, Sydney without a doubt, is the best place to start your sojourn. Established in 1788, which is relatively new as compared to world standards, by Arthur Philip, the leader from the First Fleet of Britain, it relishes one of the most beautiful geographical locations, surrounded by Pacific Ocean on the east, the Blue Mountains on the west, the Woronora Plateau to the south and the Hawkesbury River to the north. Although most of the citizens of northern hemisphere would be unaware of the climatic diversity down under, perhaps the fact just one city, Sydney, bears all – draughts, bush fires, floods and storms would give a rather clear picture of its diversity, thanks to the El Nino Southern Oscillations!

You’d find most of the things in this place inverted - the seasons (July is the coldest and December, as warm as it can get!), the oscillations, and also the way this country almost never makes news, be it any reason – right or wrong! Sydney is calm, peaceful but rather expensive. Literally cut off from the rest of the world, it is more that just fun being here during Christmas. Where else could you wear a red bikini, a Santa cap and sledge around on a beach?!!
