Pual Polak, founder of International Development Enterprises, which currently assists rural farmers in Bangladesh, Cambodia, Ethiopia, India, Myanmar, Nepal, Vietnam, Zambia, and Zimbabwe and recipient of the Scientific American Top 50 award for agriculture policy and the Ernst & young Entrepreneur of the year award, mentions in Out Of Poverty that The Bill and Melinda Gates Foundation has two rules for funding an outreach project. First, no matter how promising a project sounds, if it can’t define measurable impacts and attain them, the foundation won’t invest in it and second, if a project defines attainable impact, the Gates Foundation still won’t invest in it unless it can be scaled up to reach a large number of people. If all development donors insisted on measurable impact and scalability for every penny of the $100 billion they invest every year in development initiatives, the results achieved by their poverty eradication initiatives would indeed improve dramatically.
